Support for Policymakers

The public cites lowering health care costs as a major priority, and doing so could help address chronic uninsured and underinsured rates while also lowering government spending on health care. But comprehensive policy solutions have been elusive and often involve complex tradeoffs and the potential for disruption. This is in part because policies to contain costs and increase affordability can be complex and raise concerns among influential health care stakeholders, many of whom have strong financial interests at stake. Given these challenges, policymakers need a dedicated, independent resource to turn to for unbiased and comprehensive information about these issues.

The Center on Health Insurance Reforms (CHIR) is available to assist policymakers on ways to contain costs, increase the affordability of private health insurance, and achieve other policy goals through a public health insurance option. Our team includes experts on private health insurance who are highly experienced at providing technical assistance. We also monitor relevant legislation in all 50 states and DC, as well as before the U.S. Congress, giving us a deep understanding of laws across the country and the perspectives of key stakeholders. CHIR will work closely with leaders and staff to provide legal and policy technical assistance and help identify policy solutions. This technical assistance is available free of charge to federal and state leaders, is not financially supported by any industry stakeholder, and is informed by CHIR’s goals of promoting access to affordable, comprehensive coverage and cost containment.

CHIR experts are available to:

  • Provide unbiased feedback on legal, policy, and stakeholder-related questions and advise on specific policy proposals;
  • Help policymakers and staff understand key considerations and the range of policy options available to help contain costs and promote affordability;
  • Participate in educational sessions with officials and key stakeholders;
  • Testify, as external experts, on proposals or legislation; and
  • Share best practices from states and convene officials to share lessons learned on key issues.
